Iran Pledges to Halt Funding of Armed Groups

Preparations are accelerating to finalize a memorandum of understanding between Washington and Tehran, which may be signed remotely. The agreement would effectively end the ongoing war that began on February 28, and open the door to detailed negotiations on the nuclear file and other contentious issues between the United States and Iran.

An Iranian source told Al-Jarida that matters are progressing, with delegates from both sides working on the final wording of the memorandum, to be called the “Islamabad Declaration.” A round of technical negotiations is expected in the Pakistani capital following the announcement. The terms of the agreement remain vague amid conflicting leaks.

The American narrative focuses on Iran’s commitment to immediately open the Strait of Hormuz without fees, and that Tehran will not receive any funds automatically. Any release of frozen assets or lifting of sanctions will be linked to Iran’s compliance with its commitments.

The New York Times quoted a U.S. official as saying the memorandum would pave the way for regional normalization with Israel and the dismantling of Iran’s nuclear program.

In contrast, the Iranian source told Al-Jarida that there are differences regarding the frozen assets. He claimed that an agreement had already been reached under which Iran would receive the funds from a third party in the form of loans, with Washington repaying the installments from Tehran’s frozen assets. However, he added that the United States wants this arrangement kept out of the official memorandum.

The Iranian side emphasizes a ceasefire “on all fronts,” particularly in Lebanon. According to the Iranian source, the memorandum does not specify how the ceasefire in Lebanon will be implemented or under what conditions.

Maariv quoted a U.S. official saying that Washington rejected including any guarantees related to Hezbollah in the agreement, and that the continuation of the ceasefire in Lebanon remains conditional on the party’s withdrawal from south of the Litani River, followed by handing over positions to the Lebanese Army in the coming days.

The source added that operations to disarm the Lebanese party, Iraqi groups, and monitoring of arms shipments and financial transfers to all Iran-linked groups will continue.

The Iranian source revealed to Al-Jarida that, according to secret understandings linked to the memorandum, Iran pledges to stop all hostile actions against Israel and the United States in the region. In return, the United States pledges to restrain Israel from all hostile actions, on the condition that Iran halts its support or funding of any groups carrying out hostile actions against Israel and the United States.
